How to collect data for the SIOE?

SIOE (the State Organization Information System) is a system for collecting and providing information on the characterization of public entities and their human resources. Through this system, government bodies can be equipped with all the information needed to define State organization policies.

All services that are part of the public administration universe must enter their human resources data into the SIOE.

It's advisable to consult the completion instructions provided by the SIOE, namely the FAQs and definitions.


Quarterly and Half-Yearly Collection

The processing of tables is divided into two options: quarterly and half-yearly reports.

Quarterly Collection

Indicator 1: Number of Public Administration employees (stock) by ministry or employing entity

  • Table 1: Number of employees (stock) by political/term-of-office position and employment relationship, by position/career/group, and gender (last day of the quarter).

Indicator 2: Flow of entries and exits during the reference period by ministry or employing entity, i.e., new hires, exits due to retirement, and exits to other public services, the private sector, or unemployment:

  • Table 2.1: Employees hired and returned during the reference quarter, by position/career/group and gender (January 1 to March 31 / April 1 to June 30 / July 1 to September 30 / October 1 to December 31);

  • Table 2.2: Employees who left during the reference quarter, by position/career/group and gender (January 1 to March 31 / April 1 to June 30 / July 1 to September 30 / October 1 to December 31).

Career changes for an employee within the same entity must be reported in Table 2.1 as an entry into a new career, and in Table 2.2 as an exit from the previous career. To do this, you must change the career and update it to the new category in the employee's record.

For example, an employee who changes category from Technical Coordinator (Technical Assistant career) to Senior Technician (Senior Technician career) in October.

The SIOE submission for the 4th quarter will include this employee:

  • in table 2.1, on the line corresponding to the Senior Technician career, in the "Other situations" column;

  • in table 2.2, on the line corresponding to the Technical Coordinator career, in the "Other situations" column.

Indicator 3: Average salaries, benefits, and bonuses

  • Table 3.1: Compensation and working hours of full-time employees paid for the entire reference month (January, April, July, October);

  • Table 3.2: Compensation and working hours of full-time employees paid for only part of the reference month (January, April, July, October);

  • Table 3.3: Compensation and working hours of part-time employees for the reference month (January, April, July, October).

Half-Yearly Collection

  • Table 4: Employees by age bracket, by position/career/group and gender;

  • Table 5: Employees by educational level, by position/career/group and gender;

  • Table 6: Types of service provision arrangements and their respective costs, by gender (June 30 to December 31);

  • Table 7: Employees with disabilities, by gender (June 30 to December 31).

Half-yearly collection Table 6 is the only report that includes independent contractors.


Configuring Mappings

This option lets you create, remove, and change configurations according to the needs of the SIOE data loading process.

To access the configurations window, go to the SIOE information processing window, select one of the reports (quarterly or half-yearly), and choose the Configurations option on the toolbar.

In this window, you can configure the tables that will be displayed in the SIOE information processing window, defining the rows and columns each table will show, as well as the ERP tables.

Please note that:

  • There is always one active configuration; the initial one is created by default by the ERP itself;

  • Regardless of the number of existing configurations, only one of them will be active;

  • When you save the selected configuration as active, whether it's a new one or an existing one that has been changed, the configuration that was previously active will no longer be active;

  • Only the visible table will be replicated to the new configuration. The remaining ones will need to be replicated separately;

  • You can delete configurations that are not active.

Tables 6 and 7 have no row mapping. Tables 4, 6, and 7 have no column mapping.


Processing Reports

Before processing the report(s), keep in mind that, in order to generate the XML for the SIOE tables, you must make sure a body has been created and specify, in the Administrator parameters, which body is to be processed.

To process the reports, follow these steps:

  1. Go to Tax Obligations | Other Statements | SIOE Collection;

  2. Select the Quarterly Collection or Half-Yearly Collection option;

  3. Set the desired Year and Quarter or Half-Year, as well as the configuration to be used;

  4. To view the report, simply click the desired tab;

  5. Click Process or Process Table to process all the tables or only the selected table, respectively;

  6. Click Save or Save Table to save the information for all the tables or only for the selected table, respectively.

After processing the report(s), you can view which employees are included in the table using the Cell Details and Not Included in Table options, by right-clicking.
